I. On the Administration of the Sangha
(1) The Business of the Sangha will be administered by the Prime Yogi or Yogi as according to Article III, Section 4e of The Guidance.
(2) Any powers or responsibilities assigned to the Prime Yogi by these Procedures, The Guidance, or any other law, unless explicitly stated otherwise, shall also be assigned to the Yogi.
(3) The Sangha considers bills and non-legislative proposals, as provided by law. The following types of proposals are bills:
a. A proposal for establishing, amending, or repealing an Act.
b. A proposal for amending The Guidance.
c. A proposal for establishing, amending, or repealing the Sangha’s procedural rules mentioned in Article III, Section 4d of The Guidance.
(4) Articles II and III of these Procedures apply to non-legislative proposals in the absence of separate regulation in other laws.
(5) If an issue is not regulated in these Procedures or other laws handling it is left to the discretion of the Prime Yogi.
II. On the General Procedure
(1) All proposals should be sent to the Prime Yogi or Yogi, as appropriate, who shall then present them to the Sangha with full credit, if the author wishes to be credited.
(2) A minimum discussion period of three days, beginning at the time a proposal is submitted to the Sangha, will be required before any proposal may be brought to vote.
a.This discussion period may be waived by the Prime Yogi
(3) In order for a proposal to be brought to vote, an Enlightened must make a motion to vote, and another such Enlightened must second the motion.
(4) If after 5 days no motion to vote has been made the proposal shall be discarded
a.This period may be extended by the Prime Yogi by no more than 5 days or extended in perpetuity with the consent of the Council of Sages
(5) After a motion to vote has been made and seconded in accordance with procedure, the Prime Yogi may delay a vote for up to seven days.
(6)The Prime Yogi may edit a proposal before it goes to vote. Any changes made must be declared, at the latest, in the post opening the voting. Such an edit can be made, in one of the following situations:
a. When it was requested by the author.
b. When it fixes a spelling, grammar, or punctuation error or errors and does not substantively affect the proposal.
(7) All votes on bills will take place for three days.
(8)An Enlightened, until the voting period ends, may change their vote after casting it. Casting two or more votes by an Enlightened causes those votes to be discarded.
(9) The minimum voting period may be waived by the Prime Yogi with the assent of the Council of Sages.
(10) All voting shall take place by answers to the poll. Votes to the affirmative shall be shown by answering "Aye", votes against the proposal shall be shown by answering "Nay". Abstentions shall be shown by answering "Abstain" and will not be counted as a vote cast.
III. On the Formatting of Proposals
(1) All proposals shall be formatted as a shareable document format.
(2) All proposals shall use bolded Arial 14 font for Titles, bolded Arial 12 font for Articles, Arial 11 font for Sections and subsections, Dark Green 2 Arial font with the appropriate sizing for amendments which add to an Act and Red strikethrough Arial font with the appropriate sizing for those that remove parts of an act.
a.The Prime Yogi may edit a proposal before it is entered into Law to ensure it complies with this Article
(3) All bills, unless otherwise provided, must be formatted as follows:
